Govt servants to make call to Naxals to fight election for power!
Raipur, March 19: On March 22, around 80 persons that includes Professors, assistant professors, Research Scholars, students and public would make a call to Naxalites through the message ‘to shun violence and come for talks, the path to power at centre and state cannot be obtain through violence.’ The Bastar bike rally is named ‘Aao Saath Chale’ (Come walk together).
The trip is being named as the first bike rally of two days in ‘Naxalgarh’ Bastar and first non-political drive. The organisers had claimed that such an attempt has been made in Maharashtra’s Gadchiroli by Prof Somani and his team.
According to the statement given by member of rally, Kushabhau Thakre University of Journalism and Mass Communication Dr Girish Kant Pandey, such a call has been made to the Naxalites for talks, for development of Bastar. He had written to police in Bastar and has not sought any security, as the group may be attacked by Naxalites. The trip is of around 459 km with two points of halt. He wants to play a role as a common man while a Pastor, Maulvi and priest are also part of team.
The route of the bike rally would be first day from Kondagaon, Mudagaon, Lohandiguda, Mardung, Barsoor, Heeranar, and Geedam to Dantewada. Second day is Nakulnaar, Bhosraj, Ganjiraj, Sukma, Chindgarh, Darbha, Keshloor, Tongapal, and Jagdalpur to Kondagaon.
Chhattisgarh RTI Activists Association president Sanjay Singh Thakur has raised several questions before the state government on the issue.
Thakur pinpoints that how come a Registrar, that also on a deputation of a state university can use the word ‘Naxalgarh’ exists in the state. Can government allow a Registrar to visit Bastar for a political-social-economical issue and also make an appeal to the Left Wing Extremists that they should come to power? Is it not a serious misconduct being carried out by a state government holding the post of Registrar, by violating Civil Service Code that also against the backdrop of state and central government efforts to bring normalcy in Bastar region while area is insecure after the 12 CRPF personnel were killed and counter action being undertaken against Maoists.
Is he not indulging in political campaign utilising the seat of a university Registrar.
He further says, is he and other state government employees are putting their own lives at risk along with those students studying in the University hailing from Bastar region in danger. Had he and other government employees taken permission from the University and state government for organising such an event?
Thakur says, “How can he use the banner of Kushabhau Thakre University of Journalism and Mass Communication, had he sought prior permission from University and state government before announcing such a trip.”
Apart from it Sanjay Thakur says, “Chief Secretary, Government of Chhattisgarh has categorically passed an order that no state government employee would make any comment on the social media. They should refrain from it. Pandey has also violated this rule. The recent example was of SRP Kalluri, who had to seek apology on the issue. Pandey had written on his trip and the appeal.”
The comments of Dr Girish Kant Pandey on his personal facebook page states, quote (translated), “After freedom, Sardar Vallabh Bhai Patel had united 550 kingdoms to make one India while Maoists and few groups’ want division. Maoists say India is a group of many countries which has been kept one through power of army. The 130 crore of people cannot be one so Kashmir, Punjab, Tripura; Tamil Nadu should be made different countries. Maoists should respect the public sentiments and shun their ideology and merged in mainstream. Under Rashtriya Suraksha Jagaran Manch along with few friends would be going to forests of Bastar from March 22 to 24, to tell about it.”
His second comment on March 15 6.50 am Quote (Translated) states, with headline ‘Maoists should think’. “In year 1948 T Tung after murder of 2 crore Chinese had obtained power. Polpot in Cambodia also came to power after killing 15 lakh Cambodians. The Maoists who wants to rule India in year 2052, to achieve the target would have to kill around 20 crore Indians. Are they prepared to kill 20 crore Indians. They should reconsider the ‘cleansing drive’ and leave violence. To say these, I along with few friends would be reaching the forests of Bastar on March 22.” Meanwhile, he had made the announcement in January post which is written in English.
Vice Chancellor of Kushabhau Thakre University of Journalism Prof Mansingh Parmar when contacted said that he had got intimation that leave application of the Registrar has been received. He would be looking into the reason cited for leave on Monday, so would not be able to comment on it.
Citing media reports, Dr Parmar said the trip planned by Dr Pandey is likely to be accompanied by assistant professors of colleges and other government servants. If the Civil Services Conduct Code is applicable to Dr Pandey it should be also for the others in the participating team, if they had not taken correct reason for their leave. He pointed out that Dr Girish Kant Pandey is not a University employee but a state government employee and he is on deputation with the university.
Chhattisgarh Pradesh Congress Committee spokesperson Rajesh Bissa said that one has to see that is it a government agenda being pushed under the grab of RSS or political campaign or the person is indulging in such an event through any organisation at individual level.
Under all circumstances, when the area is simmering with uncertainty, that also without any security, such an event is being organised. It is like putting the lives of all those participants at risk. Had he taken due permission for organising such event is also in question and if the government has permitted, also other aspects should have been considered before granting permission, Bissa pointed out.
DIG Bastar P Sunderraj said that a team of organisers had sought time to meet him on Monday and would have talks on the issue, after which only the status would be known.
When Dr Girish Kant Pandey was contacted on his mobile number 9329100238 on his future plans regarding the bike rally, he did not pick up the phone and respond. He was sent a Whatsapp message seeking his response which also went without reply.
