Raman Govt in brink of bankruptcy, liquor sale to generate revenue, alleges Akbar
Raipur, March 05: Raman Government is violating the constitutional provisions which direct that governments would not promote intoxication and medication among its citizens while state government is going to take up sale of liquor, alleges former minister and All India Congress Committee member Mohammed Akbar.
In a statement issued, Mohammed Akbar has revealed that pointless expenditure, corruption, tax evasion, construction exceeding the budget and purchases, loss of revenue generation among others had put the government in state of bankruptcy.
The government is trying to improve the economic status by sale of liquor.
Former minister said that loot of state exchequer and financial mismanagement has pushed the state to insolvency. On January 24, 2017, through Reserve Bank of India had by sale of bond and security obtained Rs 8600 crores as loan and additional to it Rs 1600 crores loan is also in the pipeline. Thus, the government is taking around Rs 10,200 crores loan from RBI and from other institutions; already the government had taken loan of around Rs 35000 crores.
If the government sells liquor and generates Rs 3300 crores, then also it is of no help to the financial health of the state government, states Akbar. Instead, government respecting the sentiments of public should go for prohibition of liquor.
During the function of Kabirpanthi, Chief Minister had spoke on step by step prohibition of liquor. Similarly, state government instead of going for reducing the loan amount, it is increasing the number of loans while during Congress government the state did not have any loan against it.
Former minister alleged that government does not have any sentiments towards the public demand. As per the Supreme Court order to shift the liquor shops at 500 metres from National Highways, state government in making all efforts to open the shop in dense residential areas. The state is witnessing protest from women and residents. At Dharampura in Khairagarh, for construction of liquor shop, administration had even dug the cremation ground.
Concern for health and malnutrition is on the increase while there is overall drop in the lifestyle with increase in consumption of liquor in the state. With new excise policy, the situation would turn worse, alleges Akbar. All the country and IMFL outlets would be operated by Government of Chhattisgarh. As per the ground situation for year 2015-16 prevails there are 415 country-made liquor outlets, 297 Indian Made Foreign Liquor outlets and the number of Bar is 255. Now, government would have full control over it. The employees would be recruited through outsourcing and they would be the middlemen in the upcoming election and they would be utilized. Earlier, Raman Government had made Father of Nation Mahatma Gandhi as Brand Ambassador of Beverages Corporation without any hitch. The Bharat Mata Vahini Scheme has run aground while the illegal sale of liquor is underway through excise and police department patronization. Now the situation is such that those opposing sale and prohibition are being booked and the agitation is being crushed. The demand is to provide relaxation to the tribal population of state.
