With a determined vision to be the first garbage-free state in India by March 2024, Kerala has introduced stringent fines and penalties to discourage littering in public places. The state cabinet recently approved two groundbreaking ordinances that amend the Panchayati Raj and Municipal Act, marking a important moment in the state’s mission to combat waste-related challenges.
In a significant policy shift, Kerala has significantly increased fines and penalties, sending a clear message to those who disregard the rules. The fine for littering in public areas, which previously stood at a mere Rs 250, has been substantially raised to an imposing Rs 10,000. To emphasise the gravity of the matter, disposing of waste in water bodies is now classified as a non-bailable offence.
Minister for Local Self-Government, MB Rajesh, stressed the importance of these ordinances in supporting the waste management endeavours of both the state government and local self-government. “The government has set a target of making Kerala solid waste-free by March 30, 2024. To achieve this goal, we have initiated enforcement measures and necessary policy initiatives. This ordinance will facilitate enforcement,” Minister Rajesh declared.
Additionally, Kerala has enforced regulations mandating proper waste disposal during gatherings of more than 100 people. Event organisers are required to secure permission from the relevant local body and pay the associated fees to ensure compliance with waste disposal rules.
With a strong belief in the capabilities of local self-government institutions, the state has established two dedicated enforcement squads, each equipped with specific assignments and targets to ensure effective implementation.
